Finding a solution to the vexatious Cauvery dispute has been a challenge even to the collective wisdom of veteran politicians, seasoned policy makers, experts, and farmers. At times, it has also tested the strength of India’s federal structure . After bickering among riparian constituents of the Cauvery basin for over a century and exhausting all avenues, the judiciary, finally, had to divide the quantum of water for each of the involved parties. It is against this backdrop that T Ramakrishnan, a journalist who has been with The Hindu for over 30 years, and specialises in water issues, has authored a monograph in English – Cauvery: A Long Winded Dispute, which has been published by The Hindu Group. In his talk, Ramakrishnan will give an account of how the dispute has evolved over the years, especially after the 1924 Agreement between the Madras Presidency and the Princely state of Mysore. Concerned over challenges facing the river on various fronts, including environmental, he favours collaboration between the two principal riparian States, Karnataka and Tamil Nadu. Speaker T Ramakrishnan Senior Associate Editor, The Hindu T Ramakrishnan, who hails from Mayiladuthurai in the Cauvery delta of Tamil Nadu, has been a journalist with The Hindu since October 1992. At The Hindu, he has specialised in the areas of water and energy and covering different aspects of the Cauvery dispute. In May 1998, his write-up on the implications of the Electricity Regulatory Commissions Ordinance for Tamil Nadu triggered a huge political controversy, eventually leading to the withdrawal of a controversial provision by the Central government. Between 2001 and 2014, he held various positions in The Hindu as Deputy City Editor, City Editor and the Deputy Chief of Tamil Nadu Bureau. During 2015-16, he served the paper as Sri Lanka and Maldives Correspondent. He is a recipient of the Government of India’s Water Fellowship (2003) and the International Visitor Leadership Program fellowship (2007) of the US government. In 2017, Ramakrishnan authored a Tamil book on the Tamil ethnic question and the 1987 Indo-Sri Lanka Accord. Six years earlier, he co-authored a Tamil book on the history of the electricity sector in Tamil Nadu. Currently, he is a Senior Associate Editor, writing on politics and development of Tamil Nadu and Sri Lanka. Ramakrishnan is a son of the late Ashokamitran, a renowned Tamil litterateur.
